Puducherry Constitutes Waqf Board After 11 Years to Strengthen Management of Religious Endowments

After more than a decade, the Union Territory of Puducherry has officially constituted its Waqf Board, marking an important administrative step toward strengthening the management and regulation of Waqf properties in the region. The reconstitution of the board comes after an 11-year gap and is expected to streamline oversight of religious endowments and ensure proper governance of assets belonging to the Muslim community.

Waqf properties play a significant role in supporting religious, social and charitable activities. These assets are typically donated permanently for public welfare purposes such as maintaining mosques, educational institutions, community welfare programmes and charitable initiatives. Across India, Waqf properties are administered under the Waqf Act, 1995, which mandates the formation of state-level Waqf Boards responsible for supervising, protecting and managing these endowments.

The newly constituted Puducherry Waqf Board will oversee the administration of several registered mosques and related properties across the Union Territory. The board functions under the administrative control of the Department of Hindu Religious Institutions and Waqf of the Puducherry government. Its primary objective is to safeguard Waqf properties, prevent encroachments and ensure that the income generated from such assets is used for legitimate charitable and religious purposes.

The absence of a functional board for more than a decade had raised concerns regarding the governance and monitoring of Waqf properties in the Union Territory. Without a governing body, routine administrative decisions, dispute resolution and property management activities faced delays. Stakeholders from the community and administrators had repeatedly emphasised the need for a fully operational board to address issues related to property protection, development and transparency in administration.

With the constitution of the new board, authorities expect better institutional oversight and improved governance. The Waqf Board plays a crucial role in identifying, documenting and managing properties dedicated for religious and charitable purposes. It also ensures that funds generated from such properties are utilised effectively for welfare activities including education, social development and maintenance of religious institutions.

Officials indicated that the reconstituted board will also focus on strengthening property records and improving administrative procedures. In several parts of India, Waqf properties have faced challenges related to encroachments and disputes over ownership. A properly functioning board is essential to protect these assets and maintain transparency in their management.

In addition to property administration, the board is responsible for monitoring financial management, supervising development works related to mosques and community facilities, and ensuring compliance with the provisions of the Waqf Act. The board may also undertake initiatives aimed at improving the utilisation of Waqf properties for the benefit of the community.

The government’s decision to revive the Waqf Board after a prolonged gap reflects the importance placed on institutional governance and community representation. By reconstituting the board, authorities aim to ensure that Waqf assets are managed efficiently and in accordance with the legal framework governing religious endowments in India.

Experts believe that effective functioning of Waqf Boards is critical for safeguarding valuable properties and ensuring their productive use for social welfare. Across the country, Waqf assets include mosques, graveyards, educational institutions, community centres and commercial properties that generate income for charitable activities.

The Puducherry Waqf Board is expected to work closely with government departments and community stakeholders to improve administrative efficiency and ensure proper utilisation of endowment resources. Establishing a structured governance mechanism will also help address legal disputes, improve transparency and enhance accountability in the management of Waqf properties.

The formation of the board after an extended period is therefore seen as a significant step toward strengthening the institutional framework responsible for managing religious endowments in the Union Territory. With proper oversight and governance, the board is expected to contribute to the effective management and development of Waqf properties for the benefit of the community.
