Parliament Data Highlights the Cost Difference Between Ethanol and Crude Oil as Government Defends Long-Term Energy Security
The Central Government has disclosed in Parliament that public sector Oil Marketing Companies (OMCs) are currently procuring ethanol for India’s E20 fuel programme at an average price of approximately ₹70.27 per litre, while the international crude oil price translates to an estimated procurement cost of about ₹45.31 per litre for petrol production. The figures have triggered widespread discussions among consumers, economists, automobile manufacturers, and industry experts regarding the economics of ethanol blending and the future of India’s fuel policy.
The information was shared in Parliament as part of the government’s response to questions surrounding the nationwide rollout of E20 petrol. According to official data, Oil Marketing Companies procured nearly 705.43 crore litres of ethanol between April 2025 and June 2026 at a total cost exceeding ₹49,577 crore, resulting in an average procurement price of ₹70.27 per litre. During the same period, the Indian basket of crude oil averaged around $74.8 per barrel, translating into an approximate crude procurement cost of ₹45.31 per litre.
At first glance, the numbers suggest that ethanol is significantly more expensive than crude oil. However, the government has clarified that comparing the two prices alone does not present the complete picture. Officials argue that the Ethanol Blended Petrol Programme was never introduced solely to reduce the immediate cost of petrol but to strengthen India’s long-term energy security, reduce dependence on imported crude oil, stabilise fuel pricing, support farmers, and lower carbon emissions.
India has aggressively expanded its ethanol blending programme over the past decade. The country achieved its ambitious target of 20 percent ethanol blending ahead of schedule, making E20 petrol the standard fuel available across the country’s retail fuel outlets. The government has also clarified that there is currently no proposal to increase ethanol blending beyond 20 percent until detailed scientific studies and stakeholder consultations are completed.
One of the government’s strongest arguments in favour of ethanol is the reduction in India’s dependence on imported fossil fuels. India imports a substantial portion of its crude oil requirements, making domestic fuel prices vulnerable to global geopolitical tensions, supply disruptions, and fluctuations in international oil markets. By blending domestically produced ethanol into petrol, nearly one-fifth of every litre sold is insulated from global crude price volatility. Officials maintain that this strategy has helped moderate fuel price increases during periods of international instability.
Another major objective of the programme is supporting India’s agricultural economy. Ethanol production creates an additional market for sugarcane, maize, damaged food grains, broken rice, and other approved feedstocks. According to the government, expanding ethanol procurement has resulted in significant payments to farmers while also encouraging diversification away from water-intensive crops over time. Maize has emerged as an increasingly important feedstock in the country’s ethanol production mix.
The higher procurement cost of ethanol has nevertheless raised questions among policy analysts. Some economists argue that if ethanol costs substantially more than crude oil, consumers naturally expect blended petrol to become more expensive. Government officials respond that retail fuel pricing depends on several additional factors, including refining costs, transportation, taxes, dealer commissions, and global market conditions. They also note that ethanol prices remain relatively stable compared to crude oil, whose international price can change dramatically within weeks due to geopolitical developments.
Vehicle compatibility has also remained an important topic of public discussion. Concerns have been raised regarding engine durability, fuel efficiency, and maintenance costs after the nationwide adoption of E20 petrol. Responding to these concerns, the government informed Parliament that it has not received any widespread evidence linking E20 fuel to engine failures, corrosion, or significant vehicle performance issues. However, officials acknowledged that vehicles originally designed for E10 petrol may experience a fuel efficiency reduction of around 3 to 5 percent because ethanol contains lower energy content than conventional petrol.
Automobile manufacturers have gradually adapted to the transition by introducing vehicles compatible with E20 fuel. Industry experts believe that future vehicle technologies will further improve compatibility and efficiency as ethanol blending becomes a permanent feature of India’s transport fuel ecosystem. Several manufacturers have already launched E20-compliant models while continuing research into flexible-fuel and alternative energy vehicles.
Environmental considerations also play an important role in the government’s biofuel strategy. Increased ethanol blending contributes to reducing greenhouse gas emissions by replacing a portion of fossil fuel consumption with renewable biofuel. The programme aligns with India’s broader climate commitments and its objective of achieving net-zero emissions in the coming decades. Officials argue that the long-term environmental benefits should be evaluated alongside the direct financial cost of ethanol procurement.
Critics, however, continue to call for greater transparency regarding procurement pricing, production efficiency, feedstock allocation, and the overall fiscal impact of the programme. Some experts have suggested that the government periodically publish detailed cost-benefit assessments showing how ethanol blending influences fuel prices, foreign exchange savings, farmer incomes, and environmental outcomes. Such disclosures could help improve public understanding of the policy’s long-term objectives.
The government has reiterated that ethanol procurement prices are designed to ensure fair returns for farmers while encouraging domestic biofuel production. Officials emphasise that if international crude oil prices rise sharply in the future, ethanol could become comparatively more economical than imported crude. Therefore, the economics of ethanol blending should be assessed over a longer time horizon rather than through short-term price comparisons alone.
As India continues expanding renewable energy and sustainable transportation initiatives, the debate surrounding ethanol procurement costs is expected to remain active. Policymakers must strike a balance between protecting consumer interests, supporting agricultural growth, reducing import dependence, maintaining environmental commitments, and ensuring energy security. The disclosures made in Parliament have renewed public attention on these competing priorities and highlighted the complex economics behind one of India’s largest biofuel initiatives.
The coming years will determine whether India’s ethanol strategy delivers the anticipated benefits in terms of reduced oil imports, stronger rural incomes, cleaner transportation, and greater energy resilience. While the current procurement figures have generated debate, they also underline the government’s commitment to transforming the country’s fuel ecosystem through long-term policy planning rather than short-term pricing considerations.
