Even with the reduced allocation, the ministry was unable to utilise the entire amount, indicating issues in expenditure planning and implementation.
The committee pointed out that the amount of funds surrendered by the ministry has increased sharply over the past few years. This trend, according to the panel, suggests the need for better financial planning, stronger monitoring mechanisms and improved coordination among implementing agencies.

To address these concerns and ensure effective urban planning, the parliamentary panel recommended setting up a high-level expert committee.
